I'm surprised if this is a vsz saved by veusz. Veusz should write the
output as ascii. Is this a file you modified manually?
You could try adding
# -*- coding: utf-8 -*-
to the top, if it is a utf-8 file.
I could try decoding the file from utf-8, as the old version did. It's
quite a big assumption to make (although I could define veusz scripts as
utf-8 only).
