Hi Chuck; I'm guessing it's a safety thing, those propane exchange racks could sit in the sun and heat up the bottles raising the pressure. Lower fill volumes would act as a safety. Either that or those places do it to make higher profits and label it a "safety" issue. Wayne

When we just "exchange" then at the racks you find around town now, they are only filled to 80%. The propane guy told us he though it was some federal law about having the bottles too full..
