He was using it for the heat to "soften" the plastic (polymer) tinsel he had mixed with peacock. He used the same combination for the tail, body, and head.

Vinyl cement fries pretty fast, but clouds up if you try to speed it up. The 'new' UV cure coatings are susceptible to clouding but cure rather quickly in the sun or UV light.
