I think if you are driving backwards, and looking forwards, you should go to jail. Similarily, if you are fishing around others, and your backcast is hitting, nearly hitting, or annoying someone else, particularily if the caster just happened not to look behind him for a while, there should be some recourse. Anyone else have this problem or have a solution? I see some folks doing some not nice things on the water. I've had people 'shadow' me hole by hole down a stream. How important is etiquette on the water?
