Mark, You should give a call to Theo or Rocky at Backwater Anglers. Two weekends ago the Gunpowder was high and muddy due to transferring water from Prettyboy to Loch Raven reservoir. The level was three (!) times higher than normal, and murky. The best results came from large terrestrials, specifically a green hopper about size ten. There were lots of naturals in the grass. A parachute Schroeder hopper worked nicely.
If the flow is reduced, then you'll probably want to go back to the traditional small stuff.
