I had the same problem last year with 2-year old epoxy. I remeasured and retried twice more but it was always tacky. Finally, a sales guy at told me that the stuff goes bad and you have to use fresh material. So I bought fresh stuff and it worked fine.
Interestingly though, some other rod builders later told me that the epoxy never really does go bad and that you can rejuvenate it by placing it in a microwave for about 15 seconds. I haven't tried this as my Wife would probably get PO'd at an exploded epoxy tube in her microwave and , (guess who gets to replace it?) Have you heard of this method?
