Here is what I do:
 Spill out a few eyes in a small flat container. I have a small aluminum
tray about 2" in diam.. I use my dubbing needle with just a dab of Super
Gel on the point, enough to cover the back of the eye. The eye will stick
to the gel and can be placed where you want it on the fly. When you have it
in place, put your finger on the front of the eye, press it against the fly
and slide out the dubbing needle.
Hope this works as well for you as it does for me.
