It's funny you should say that.  That was one of the points a guy brought up
at the fly shop.  He said I should take a small plane ride down the coast
and look at the water and I would understand why no one wants to use a float
tube.   Most of the guys that mentioned sharks as a deterrent were boat
fishermen.   I have known someone to accidentally hook a shark on a fly rod
but he was also in a boat.   I don't think most people with any sense would
float tube in these areas anyway.
I know they have to come up in the surf chasing the bait also but as long as
I don't see them I'm happy.   I just won't do anything to attract them.
I have heard of them hitting on the tarpon and tuna that the bait fishermen
catch.  We also had a shark tournament just this month here.   I forget what
size the winning fish was.
When fishing in a kayak you have to be of the mindset that you can cut off
the fish if you get more than you can handle.  It can be dangerous.   We
call it a Nantucket sleigh ride here left over from the days of Whaling.
