[vfio-users] Qwerking support for ARI, SR-IOV etc

Is it possible to qwerk these features on a chipset that physically 
supports them but lacks the enable bit in the firmware?

I recall there is a linux command "setpci" that let you mess with the 
configuration space but I have no idea how to use it.
