  No.  It means for every four luma samples we have one U chroma sample
and one V chroma sample, and most applications use the Y', Cb, Cr
excursions.

  Yes, that means that for every luma sample we have both chroma
samples.

  I've read some documents which try to explain what the numbers mean,
but most just end up brushing it off.  Since there's only 4:2:2, 4:2:0,
4:1:1 and 4:4:4 you need to worry about, just memorize what they mean
and be happy.
