Sounds like your hardware has problems with PCI-PCI transfers.  There is
a README.freeze with some hints ...

xawtv doesn't use automake ...

autoconf shouldn't be needed too.  There is a Makefile rule to
automagically run autoconf if configure.ac is newer than configure, but
that isn't true for the files in the tarball:

So unless you are changing something in configure.ac autoconf shouldn't
be needed ...
