Because development isn't that simple ...

Usually /usr/include/linux is a *copy* of the linux kernel headers, the
versions the glibc on your system was built with.  Thus there is no
v4l2-compatible videodev.h in the systems include path.  The build error
you have seen happens only if you symlink /usr/include/linux to a
patched linux kernel source tree.
