I have noticed that, after rebooting, the first time I run a Video4Linux-based
app, the video is missing some scan lines in the middle of the picture, as if
the DMA engine is dropping some lines. This is using a WinTV card. Closing
/dev/video and restarting clears the problem. This seems to happen only after
rebooting, so it may not be what you are describing.
