How about firing up xawtv and then adding the following to cron:
*/15 * * * * DISPLAY=0.0 /usr/X11R6/bin/xawtv-remote grab \
SOMEDIRECTORY/$(date +%H%M%S).jpeg
You could probably do the same with streamer and you wouldn't need to
have xawtv fired up in advance.
