[V4L] Who is char-major-81-1

[Mark Hounschell]

I have a Hauppauge WinTV-401 card and all works but FM radio. I get
messages that char-major-81-1 is not found. Does anyone know who/what
this guy is? Could it have
something to do with the FM-radio no working?
