USB TV capture drivers are almost completely different from PCI/ISA
drivers. Some of the code (tuner and video decoder code) should be
similar, but the rest will have to be written from scratch if it doesn't
already exist.

This is almost definitely based on the NT1003/NT1004 (NT probably
stands for NogaTech), which has a driver available at

I have a capture device (Lifeview USB CapView) that is supported by the
ov511 driver. It doesn't have a tuner, but it can capture 320x240 from
composite or S-Video at 7.5 FPS. Hardware compression support should
eventually allow for 25-30 FPS. The NT1003/NT1004 should be very similar
in terms of performance.
