Thank you -- I was confused.  I misread the bttv documentation to mean that PVR250 was supported... and so I had some invalid expectations.

I grabbed the ivtv code and after a number of iterations managed to get it working with RH9, using 2.4.20-6.  Now "mplayer /dev/video0" works!
