Theres only a couple of countries in Europe that have compulsory voting, Australia is the example more often used.

The problem appears to be a lack of credibility on the part of politicians, if there is 'nobody decent' to vote for, people wont bother. I suggest that the general dislike of Big Governemnt in the USA means that something like compulsory voting would be part of the problem, not solution.
