Yeah they're converting it to Flash Video at a pretty low bit rate. I've experimented with Flash video and I know it doesn't have to look that bad. I think they do it like that to save on bitrate.
One advantage that flash has is that it's a pretty universal format. Fewer people seem to have trouble viewing flash movies than most other formats.
