A friend of mine is a professional photographer (his resume includes 30 years for National Geographic). I did a photography course with him in which he taught us that you should always ask permission, and desist instantly if it isn't given. I saw him miss a fantastic shot that way - it would have been an incredible photo, but the woman didn't want him to take it, and he didn't. No trying to sneak shots off the hip, either.

Seems like a good principle to me.
