It won't be "sideways when you pan" if the tripod is level (that was the point of adjusting one of the legs) A suggestion: see if you can find a circular level. Some tripods have this built in, but you can buy a general purpose one that is somewhat bigger than a built-in one .. but will work for setting up the tripod. It's a round device with two or three concentric rings and, of course, a small bubble of air inside. It helps to level in two dimensions ... more like 360 degrees. Unlike a conventional "ruler" level that is designed to level only in one dimension.
