Here's what it says on the blip page (from my basic account): Distribution to YouTube through blip.tv requires approval from the blip.tv content team. This is to ensure that we send only the best independently produced shows to YouTube under our partnership. If you are not approved for distribution through blip.tv you can continue to upload to YouTube directly through their system.
Please click the "Apply for YouTube" button to begin the approval process. Once your show is approved you'll be presented with an option to link your blip.tv and YouTube accounts to begin distribution.
