I think you have answered your own question. It clearly has not been
released in the US though it appears it will sometime in the future.
Sometimes you just have to wait and in many cases foreign films are simply
not released in the US or anywhere with English titles. It sounds like this
one will be.

Also I am not sure about the "it had been broadcast before Congress " part.
It probably means producers set up a screening in DC and get some members of
Congress to come , it certainly was shown in any official way. I assume you
only meant there are copies with English titles. Given the subject matter I
am sure
it will eventually become available.
