I doubt you will have much luck . The film clearly had no US distribution so
you have to find the owner/sales agent. The director appears to have a
Facebook page and this company seems to deal with some of his films in
Europe so maybe they have some information.

Some times people have to accept that not every  film ever made is available
on DVD let alone for screening. Personally I would tell whoever requested
the film that you can't find any contact info, but they are free to try and
you will gladly follow up on whatever they discover. It is just no realistic
to expect to locate a copy and rights for a film that as far as I can tell
played at the Tribeca Film Festival in 2006, nowhere else in the US.

Again films like this do have an owner, just one that is going to be hard to
track down and potentially harder to make a deal with, but hey you can
always try.
