Bill C-11, the Copyright Modernization Act was
introduced and had its first reading in the House
of Commons last Fall. There's a long, long way to
go until it becomes law. In terms of education,
if passed, it will finally allow fair dealing
which for the purposes of this listserv includes
parity with the U.S. in terms of face to face
teaching by removing the requirement to pay
copyright owners to show films or recordings of
broadcasts for educational purposes.

This may not pass at all. And there's a huge
issue with enforcement of digital locks.
