Alan, It's a really nicely-designed site, but what it does is link to other sites that hold these documentaries such as to YouTube. Some of them are legally put up on the web, and some are not. For example, the Queen documentary links to Youtube that comes from an official streaming at the BBC website but that site is geographically locked (it seems) to only the UK. However, the Going to Extremes streaming goes to CBS's official site on YouTube so that's legal.

VIDEOLIB is intended to encourage the broad and lively discussion of issues relating to the selection, evaluation, acquisition, bibliographic control, preservation, and use of current and evolving video formats in libraries and related institutions. It is hoped that the list will serve as an effective working tool for video librarians, as well as a channel of communication between libraries, educational institutions, and video producers and distributors.
