I think it will get harder and harder to track down streaming rights for
academic use because it is a slightly unusual right and many companies are
simply skipping theatrical and non theatrical and in some cases even
physical rights when the negotiate contracts on older films which would
mean that any rights not explicit in contract would remain with overall
rights holder which especially with foreign films is either a large
conglomerate or an individual both of which are likely to be a bitch to
negotiate with for something like this. I notice it has not been released
in Blu ray which is often a sign the rights holder is not that active. I
doubt IFC has had rights for ages ( most contracts in those days were 7-10
years. Since Netflix clearly has the most recent contact with rights holder
they would likely have the info but NO IDEA how to get that from them.

Good Luck

VIDEOLIB is intended to encourage the broad and lively discussion of issues
relating to the selection, evaluation, acquisition, bibliographic control,
preservation, and use of current and evolving video formats in libraries and
related institutions. It is hoped that the list will serve as an effective
working tool for video librarians, as well as a channel of communication
between libraries, educational institutions, and video producers and
distributors.
