It is unfortunately common for independent and foreign films that were
released on VHS not to be available on DVD largely because the contracts (
which were often 7-10 years) expired and it is too costly or complicated to
distribute them on DVD ( they need to be remastered, rights need to be
obtained etc)

You can get both CELINE AND JULIE GO BOATING and  UNTIL THE END OF THE
WORLD on DVD from the UK in PAL format and it is not hard to have a multi
system player

One bit of good news, Janus Criterion has acquired the rights to most of Wim
Wenders films so I am certain they will be releasing UNTIL THE END OF THE
WORLD in the next 12 months probably less than that.
