Along with

:scriptnames

This should give some clues as to what is going on.

just shows "background=light"

yet?  If it is set to "dark" at the start of your vimrc file, this will
probably not tell you much ... but if it does tell you anything, it will
be worth knowing.  Have you checked vim 6.4 and 7.0 for system vimrc and
gvimrc files?  (See :version output for where vim will look for these.)

I have only one vimrc and one gvimrc file. Both, vim 6.4 and 7.0, use them. The value of 'background' differs. I have put your debug line as the second line in vimrc right after "set nocompatible".

:help 'background'

Ok, I have read it again and it becomes clearer to me every time I read it.

points out that vim cannot reliably guess the right value and suggests
setting it in your vimrc file.  Maybe it is simpler to do this than to
figure out what is affecting the default value.

You are right. In the meantime I have made a color scheme which works. I got confused because of the different behavior of Vim 6.4 and 7.0. Now I know a little how it is like to be Don Quijote.
