Alas, these don't answer my conundrum: it is unclear to me whether
this is a relative or absolute time stamp (i.e., is "12:00:00"
referring to twelve hours ago, or to noon?). It seems to be absolute
usually, but sometimes it is relative... I think I've seen "5 seconds
ago" once. How can I tell?

It's wall clock time when it reaches the hh:mm:ss format. Try it.
Make a change, and watch it (i.e keep typing :undolist).

The other problem I'm trying to debug is that I only get the undo/redo
diagnostic message (i.e., "1 change; before #121 12:37:40")
sometimes... other times the status line stays blank. Or I suspect it
does show the message but then immediately erases it, as occasionally
if I do "undo"/"redo" back and forth quickly a whole bunch of times, I
can see the message appearing faintly for a split second, between the
blank status line conditions. Hence I was hoping to find some
documentation on when this diagnostic is *supposed* to appear...

Those messages should be in the message cache.
