Right now I am in linux and it was not possible to boot into Windows so I didn't check. But I ran a "locate" against the windows filesystem and the add-on is actually called keyremap. It's part of a bunch of "Windows Toys" if that kinda rings a bell. It basically adds an extra tab to the standard keyboard popup and lets you do some keyboard remapping but unless I am unaware of some of its advanced functions the changes are lost every time you reboot.
