No, the Cream project's Windows installers do not uninstall a previous one if found. Exactly, from time to time, it's probably a good idea to delete/rename your Vim directory prior to installing a new version. Both these situations could probably be remedied pretty easily, I've just never found time to write it into the installer and the side effects have been negligible to date (in 3-4 years?).
