I can't find when that command and variables were added; however they 
don't exist in "tiny" or "small" builds if Vim, which don't include the 
expression-evaluation feature. This (or the equivalent) is the important 
line in the output of the ":version" command:

Huge version with GTK2-GNOME GUI.  Features included (+) or not (-):

If the first word here is "Tiny" or "Small" you don't need to look 
further -- in that case your Vim version hasn't got what it takes to use 
the ":oldfiles" command or the v:oldfiles variable.

OTOH if your Vim version is too old it might not jibe with the latest 
runtimes anymore. In that case here are the relevant ":version" lines:

VIM - Vi IMproved 7.2 (2008 Aug 9, compiled Nov  7 2008 03:49:22)
Included patches: 1-30

If the second line is not present it means "No patches included". The 
above (7.2.30) is the latest version as of this version, AFAIK.
