I have investigate this issue in more depth. Here is what I have found:

1) Deleting the greek text from options.txt does not solve the issue
2) The issue is not related to opening the options.txt - I can open,
edit or search this file without problems
3) I was wrong reporting, that *all* the help tags in options.txt are
non-accessible. All the set*, opt and fix commands are accessible using
the :h . I can not access every option in 'Options summary' section.
4) If I open 'optins.txt' and issue Ctrl-] on any of the tag in 'Options
summary' section gVim hangs consuming 50% of CPU time.
5) Rebuilding the help tags does not helps
