I agree that there should be very few committers to the site; however, in my opinion, freely sharing the (PHP) source code of the site might have encouraged more people to send you a patch in order to improve the site's functionality. As it is, there are these occasional discussions about the site's deficiencies, but nobody is able to step up and implement an alternative, because the source code is relatively closed.

So, I would propose putting the vim.org's source code (not the actual user database and scripts!) into a (Mercurial?) repository (separate from Vim's source code).
