Visual C++ http://www.microsoft.com/express/Windows/ Windows Installer XML (WiX) toolset (version 3.5) http://wix.sourceforge.net/ Mercurial http://mercurial.selenic.com/ Set $PATH environment variable for those tools. Download vim-installer source. https://github.com/ynkdir/vim-installer/zipball/master And run build.bat. (A few ICE validation error will be shown.
