Yeah, I also found out that netrw (v142) only works for file://d:/foo.txt, but not for file:///d:/foo.txt, even though the Windows Shell API (cp. http://en.wikipedia.org/wiki/File:URL) and e.g. Firefox seem to prefer the latter one. Still, wouldn't it be preferable to fix / enhance the netrw plugin instead of adding this isolated part of netrw functionality to the Vim core?! (CC'ing the netrw maintainer for this.)
