window if given a new height (even if the window is already open)

What steps will reproduce the problem?
1. run :copen
2. run :copen 20
What is the expected output? What do you see instead?
The quickfix window (opened on 1.) should be resized to 20 lines after 2.
What version of the product are you using? On what operating system?
7.4.135 on Arch Linux
Please provide any additional information below.
The :copen documentation doesn't specify that already open windows should
resize if given a new height, but it doesn't specify the opposite either,
so I think this would be a nice addition :)
