":set all&" doesn't reset indent amount for cindent.

Steps to reproduce:
  $ vim -u NONE
  :set shiftwidth=2
  :set all&
  :set shiftwidth?
    shiftwidth=8
  :set cindent
  i{
  This line should be indented with 8 spaces (tab character).
  }<Esc>

Result:
{
  This line should be indented with 8 spaces (tab character).
}

Expected:
{
>-------This line should be indented with 8 spaces (tab character).
}


Cindent uses buffer local cache value. But ":set all&" doesn't reset it.
