This wiki page explains well: http://vim.wikia.com/wiki/Where_to_download_Vim The official Windows installer is available at: http://www.vim.org/download.php#pc . This is a stable release but not up to date. Other builds are all unofficial, and the build settings might be different each other. (One of the installers from https://github.com/vim/vim-win32-installer/releases might become a next official release, but not yet. Recent builds are considered unstable.)
