Making your suggested change in markdown.vim, would force the html ftplugin file, and the html indent file, potentially an html colorscheme, various "after" files, etc. to also get sourced. That is NOT what you want. I'd guess there is a problem with your runtimepath setting. Z:\bin\vim is certainly not in the default runtimepath, so you're doing something wrong.
