I had ARCH set to try and force it but it didn't work via
Make_cyg.mak without the CROSS_COMPILE.

I'm setting the environment elsewhere now. So the only other thing in
Make_cyg is UNDER_CYGWIN = yes. Not sure what that does, is it
important?

Makes sense. From here on, I'll only build/post w64 versions. But the
build is automated so I can build a w32 if someone specifically asks.
