I just installed a clean vim from
https://github.com/vim/vim-win32-installer/releases/tag/v8.1.1052 (using 
the 64 bit installer).

running

gvim.exe --clean -c ":echo expand('$PATH')" returns just '$PATH'

could that be any shell settings?
