Shouldn't def functions be prohibited in legacy vimscript?

Basically if you add
def! Hello()
echo "hello world"
enddef
to a regular legacy vim file (.vimrc, for example), function Hello is
globally defined and one can :call Hello() and get echoed "hello world".
