While cleaning up the features I noticed that FEAT_FOOTER is never
defined. Theoretically someone could manually define it when building
Vim. But it only works with Motif, thus I very much doubt it is
actually used by anyone.
Unless someone mentions actually using it, I'm going to remove it.
Just a little bit of cleanup.
