runtime(man): Fix <Plug>ManBS

runtime(man): Fix <Plug>ManBS
This change does 2 things:
- make sure the mapping <Plug>ManBS sets the buffer to modified
to avoid a potential error message
- remove commented q mapping
fixes #15538
