Works for me, too, now.  It looks like someone fixed it, as the 
permissions on /vol/2 are now group- and other-accessible:

ftp> cd /vol
ftp> ls
drwxr-xr-x   11 0        0            3864 Oct 15 08:54 1
drwx------    3 0        0            4096 Nov 02  2007 1a
drwxr-xr-x   54 0        0            4096 Jun 03 17:45 2
drwxr-xr-x   11 0        0            4096 Oct 10 12:31 3
drwxr-xr-x   48 0        0            3864 Oct 15 08:54 4
