So my understanding of this is: if you've found a bug with the 
vim.sf.net site (ie. vim online), use the bugs link above.
I think Manfred Lotz's bug definitely qualifies as such a bug.

Its not intended to be used to report bugs with vim, not that there 
aren't those who have done so anyway.
Now, as to whether or not Scott is paying any attention these days to 
that bug tracker, I don't know.
