I don't know where you got this Subversion URL from. The URLs for my vimrc and colorscheme are in the part you snipped; I'm repeating them here:

and I checked just now that clicking (in SeaMonkey) on these two links displays the files correctly as plaintext in the browser. No decompression necessary. The Skynet server seems to serve these files with charset=Windows-1252 rather than charset=iso-8859-1 but it doesn't really matter since characters 0x80 to 0x9F (the only ones which are different between these two encodings) are not used.
