I tried to work out what was happenning but failed; the escape character messes 
up the quoting in the mapping, and I couldn't fix it.

However, the substitute command can do this cleanly:

    :map ,p :%s/^\(\d\+\.\)\n\n\(.*\)$/\r\1\2<cr>
